The "Keith Lucas Award" and $1000 is presented annually for the best exhibition of sportsmanship by a citizen.  One nominee is chosen per county by the citizens of that county.  Each nominee is interviewed by the Illinois Boys State administrative staff, from which a winner is chosen.
